Moving the MQTT dashboard under the DALI tab

Isolation

The DALI functionality now lives behind its own service route. The underlying MQTT subscription, state cache, REST endpoints, and Socket.IO events remain intact.

Benefit

This keeps the operational code path clear. The DALI tab owns live controls, while the rest of the website can evolve independently.
